Board reviewing plow policy

SEABROOK - The Board of Selectmen is reviewing the town’s long-standing tradition of plowing snow from private driveways.

"They’re still thinking about it," Town Manager Fred Welch said on Wednesday.

None of the selectmen have suggested doing away with the service. At a board meeting held last month, the three members unanimously approved the need to review the list of those who receive the free plowing service.

The Department of Public Works plows snow out of an estimated 12 private driveways, according to Chairman Asa Knowles. Those who receive the service are elderly or ill and are unable to afford private plowing, he said this Wednesday.

"Matter of fact," Knowles said, "we had three yesterday, people either had visiting nurses coming in and needed it plowed or had to go out to the doctor’s."

Selectmen decide who gets the plowing service.

"I will do that as long as I’m in office," said Knowles.

DPW Director John Starkey said the list of people who get their driveways plowed by the town is much longer than 12.

"It’s the front and back of one type-written page," said Starkey. "It’s the equivalent to another route."

Plowers do the private driveways after they’re done with town streets, he said.

Starkey said he’s not aware of any other town that offers the service. However, he said Welch, who has experience as a town manager in other municipalities, has told him Seabrook is not the only town that plows private driveways.

"It’s something that I inherited," said Starkey. "The town’s been doing it for a long, long time. It’s a duty that’s been given to us and we fulfill the duty. I won’t say it’s easy; I won’t say it’s hard either. It’s a nice thing for the elderly and the infirm."
