RAYMOND - Selectman Jonathan Wood is concerned that seasonal trailers kept at the Pine Acres Campground are not being taxed by the town.
Wood brought up the issue at last week’s Board of Selectmen meeting. Town Manager Rick Bates and Town Assessor Norm Pelletier are looking into the issue. During a site walk with the Planning Board last week, Wood said he noticed several recreation vehicles with porches attached and others with outdated or no registration. He also said he noticed some vehicles without license plates.
No one is currently living in the recreation vehicles at Pine Acres during the winter because the campground is closed.
He wants the town to look into whether seasonal trailers kept at the Pine Acres Campground are allowed to have permanent structures such as screen porches. He also said he wants to know whether the town should be collecting property taxes, since there are permanent structures at the campground.
"There is no free lunch," Wood said. "It’s a taxing situation. I want to know from the town building inspector about building permits for these permanent porches."
He added that the town of Weare was taken to court by owners of recreation vehicles at the Cold Spring Campground. The town attempted to tax owners of vehicles with permanent structures attached to them and collect vehicle registration on campers at the campground year-round. The town of Weare won.
John Tracey Sr., owner of Pine Acres Campground, could not be reached for comment because he was out of the country.
"I think we should be getting the tax revenue either way through property taxes or through vehicle registration," Wood said. "They can be taxed as a seasonal camp."
Bates said the issue falls in limbo because the town is unsure whether the structures qualify for tax purposes under vehicle or property. "It’s a gray area," he said.
"These are really second homes, vacation homes," he said. "They are not the standard camper or pop-up. These things never leave Raymond. We need to research this."
Bates said Pelletier should be going out to look at the structures in question sometime over the next few weeks but that the holiday has slowed down the process.
