Traffic issues in hotel plan

PORTSMOUTH "" Traffic will likely be the biggest problem with the HarborCorp hotel, conference center and parking garage proposal, which was tabled by the Technical Advisory Committee Tuesday.

The project will need to gain approval from the Traffic and Safety Committee before the TAC will send it along to the Planning Board. The project is scheduled to go back in front of TAC on May 1.

"Basically, I think most of the details have been addressed," said Planning Director David Holden. "It will be the devil to get the rest worked out."

Traffic engineer Deb Finnigan said she'd like the developer to look at the alignment of Deer Street with Maplewood Avenue to make traffic flow better. She said developers must see if the signals at the intersection need to be updated. Finnigan also wants issues with signage, truck turning movements, landscaping and proposed crosswalks addressed.

Drainage is also problematic due to the amount of pavement and the impact on the drainage systems on Market Street and Maplewood. Deputy Public Works Director Dave Allen said he believes it can be resolved.

Deputy Fire Chief Steve Griswold and Deputy Police Chief Len DiSesa said the communication devices the two departments use do not work very well in large buildings and the developer will need to ensure they do.

Doug MacDonald, attorney for Ocean Properties, which owns local Marriott hotels, asked the TAC members to take into account that the traffic study on the site was done in 2005 and does not consider new development.

Carol Johnson, owner of Allstate Insurance Co., at 401 The Hill, asked that the on-street parking along Deer Street not be eliminated and moved to the new parking garage.

"As we bring more congestion downtown, we should not forget there is a need for on-street parking," said Johnson.

The Christmas Tree Shops proposal for Durgin Lane was postponed once again and is awaiting approval from Traffic and Safety. The Rite Aid project, at 1303 Woodbury Ave., was tabled until May 1 as well, pending review by Traffic and Safety. Finnigan said she was not satisfied with the three driveways that are proposed and there are visibility issues as well.
